California is a “OSHA approved state-plan" state - that is, its state plan is an OSHA-approved workplace safety and health program operated by the state of California. The state plan covers both private sector and government workers, is monitored by OSHA, and must be at least as effective as OSHA in protecting workers and in preventing work-related injuries, illnesses and deaths. As per the state plan, every employer across California must have a written occupational health and safety program in place covering the 7 core OSHA elements. Cal. Lab. Code §6401.7 also requires that all employers to develop and implement a written health and safety program (also referred to as a IIPP).
